CoPilot Option only comes us randomly

The CoPilot button only becomes available randomly for some reason. Half the time it is able to be run with 1 message sent in the chat and sometimes itll have 10+ messages available and is grayed out.

This seems to only work first thing in the morning. Then it decides to be greyed out the rest of the day. Will say it does not have enough info even though it does.
